I am running more power to my garage for the altmilll 4x4. My question is can I use 20 amp circuits for this?
Of course you can. I put in a 20 amp circuit specifically for my Altmill.
May I suggest that if you are running new power that you run a spare 20 A circuit for future use?
May I also suggest that whatever you add, instead of hot-hot-ground you run an extra conductor and make it hot-hot-neutral-ground? The extra neutral wire allows the circuit to provide either 220V or 2 * 120V. Way more flexibility for the future at a marginal increased cost.

You also need to consider the power draw on a Dust Collector. Mine is a 1-1/2Hp 220v with it’s own circuit.
