Y- Axes Eccentric Nuts Positioning & Adjusting

I had a difficult time adjusting the eccentric nuts on the Y-Axis V-Wheel assemblies. These nuts are mounted on the top pairs of wheels on the Y rails.
I noticed that the eccentric nuts are mounted on the bottom wheels on the Z-Axis ( my Z-Axis V-Wheels were fine and did not need adjusting).
My question is: Would it be OK to mount the eccentric nuts for the Y-Axes on the bottom and the fixed pair on top?
I think it would be easier to adjust them that way; just set the eccentric nuts to full loose, then adjust them up until they are touching the bottom rail.
Note: My table, machine, rails, etc., are all level, plumb, parallel, and straight.
