I couldn’t achieve a properly tram with my 2x4, I couldn’t adjust the mounting plate far enough to correct it. I went through these steps along to way to achieve it.

Yes, after this I was able to tram properly using shim stock. You should first ensure your Z axis is moving orthogonally to the XY plane. Then, you can tram the spindle tilt and nod.
Buy a Tramming Bar from IDC. Makes the WHOLE job a great deal easier.
I have an edge technologies tram device. Honestly, it sits in a box, I prefer a dial test indicator.
Note that tramming your spindle is the last step you should be performing. You need to adjust your Z axis first so it’s moving orthogonally to the XY plane first before you tram your spindle. Otherwise you have a spindle that’s moving in X/Y when you don’t want it to.
